A&N Administration Issues Guidelines To Resolve Plying of Unregistered Boats PDF Print E-mail

Mayabunder, Feb 1: The A&N Administration has issued guidelines in order to resolve issues relating to plying of unregistered boats/ crafts in A&N Islands. Dinghies being used for carrying passengers/ scuba diving, snorkeling and other water sports are not allowed. All the persons using such dinghies are directed to replace it with suitable boats having astern power and also obtain registration under IV Act, 1917 from the Deputy Commissioner, South Andaman, Port Blair (competent authority) on or before Feb 28, 2010.
 
During the grace period i.e. upto Feb 28, 2010, all dinghies being used for carrying passengers, scuba diving and other water sports must compulsorily have life jackets and ring buoys on board. All passengers must compulsorily wear life jackets while on board. Any dinghy without life jackets and ring buoys will not be allowed to ply, the District Magistrate, N & M Andaman said in a release.
According to this, all wooden dinghy owners have to obtain registration from Fisheries Deptt. under the Marine & Fishing regulations within a period of one month now. No passenger will be allowed to travel using these dinghies. Glass bottom boats connected with the mother ship, will be allowed to ply with the mother ship without separate registration provided that the particulars of glass bottom boats are disclosed in form III (b) under the provisions of IV Act, 1917 at the time of registration of mother ship and the names of both vessels shall be the same and printed/written in the boat as well as In the ship. 
 
Those who have not disclosed these boats while obtaining registration for mother ship can now disclose it and obtain approval from DC (SA) within one month. Glass bottom boats may be registered separately under IV Act, 1917 within a period of one month In case they are not connected with any mother ship. No unregistered boat/vessel shall be allowed to ply in N&M Andaman District w.e.f. Mar 1, 2010 i.e. after expiry of the grace period allowed above in respect of different types of boats/ vessels. Every boat/ vessel plying In A&N Islands will have to fully abide by the Instructions contained in the letter dated Sep 28, 2004 issued by the Director General of Shipping, Govt. of India.
 
The Tehsildar/ Executive Magistrate, Rangat and SHO, Baratang are directed to bring these instructions to the notice of all the general public/ Tourists/ Boat owners/ PRIs etc. for ensuring compliance.
