Port Blair, Aug. 23: In connection with ensuing General Elections for Gram Panchayat & Municipal Council 2010, Presiding Officers & Polling Officers are appointed for polling duty in the polling stations in A & N Islands. Several instances have come to notice where the Officers/Officials deployed on Election Duty have applied for cancellation of the same. Most of these are based on flimsy grounds not supported with the relevant documents.

It has therefore been decided that no such application without the recommendation from Head of Dept./Head of office concerned will be entertained. The HOD/HOO will have to provide such substitute who has not been deployed on election duty, in place of the employee in whose case, the recommendation is being made. The HOD/HOO shall check the genuineness of the application and in case of cancellation of duty on medical ground, certificate from Govt. Hospital shall be necessary and if the employee is already performing normal duties and requests the change on the pretext of medical ground, he/she is to be referred to the medical board.

It should, therefore be taken as final warning by all such officials appointed as Presiding/Polling/Sector Officers who have not attended the training programmes indicated in their appointment letters. They are directed to immediately report to their Returning Officers concerned in case of Presiding Officers & Polling Officers including reserve Presiding/Polling Officers and to the Director of Panchayat & Municipal Elections in case of Sector Officers, at the designated locations published in The Daily Telegrams in its addition dated 20.08.2010. Failure to comply with this order will entail them to the legal as well as disciplinary proceedings and their names will be forwarded to the Election Commission (UTs) for proceeding against them as per rules.
